　　萊山區 | “煙臺市公共衛生臨床中心(萊山院區)”項目：45天主體封頂，為兜牢民生底線拼了！

　　Yantai Public Health Clinical Center in Laishan: Topped off within 45 Days, an Efficient Project for People's Well-being

　　該項目是2023年省優選項目，是煙臺平戰結合、補齊短板、健全優化重大疫情救治體系的標志性項目，由煙臺市國有資本運營集團建設，總投資26億元，建筑面積約17.3萬平方米，主要建設9棟功能樓。項目分兩期實施，其中一期主要建設1#、2#病房樓及配套用房，二期主要建設門診醫技、科研辦公、發熱門診及病房樓等7棟功能樓。

　　This project is a selected provincial project in 2023 and is also a landmark project of Yantai that is applicable both in peacetime and wartime. It can improve incompetence as well as optimize the system of major epidemic rescue and treatment. Built by Yantai State-owned Capital Operating Group, the project has a total investment of 2.6 billion RMB and a construction area of about 173,000 square meters. It mainly consists of 9 functional buildings and is implemented in two phases, with the first phase mainly for 1# and 2# ward buildings and supporting rooms, and the second phase mainly for 7 functional buildings, namely outpatient clinic, R&D office, fever outpatient clinic and ward buildings.

　　項目具有以下特點：

　　一是創下項目建設新速度。疫情期間僅10天完成283畝征遷任務，2022年3月28日開工建設，4月中旬完成地下基礎施工，5月15日即實現1#病房主體封頂，從開工到封頂僅45天；目前9棟功能樓全部實現主體封頂。

　　The project has following features:

　　A new record of speed. During the epidemic, the 283-acre relocation task was completed in just 10 days. The construction started on March 28, 2022, and the part of underground foundation was completed in mid-April. The main body of the 1# ward was topped off on May 15, just 45 days after the construction began. Currently, the main body of all 9 functional buildings have been topped off.

　　二是實現平戰結合新路徑。該項目是市委、市政府統籌決策和緊急啟動的應急工程，平時用于各類傳染病的診治，戰時可實現獨立救治、全市救援，對于健全完善全市公共衛生預防控制體系、提升應對突發重大公共衛生事件能力具有重要意義。

　　A new path to integrate civilian use and wartime use. The project is a coordinated and urgently-initiated emergency project launched by local administration, which can be used for the diagnosis and treatment of various infectious diseases in peacetime, and also for independently rescue as well as citywide rescue in wartime. The project is of great significance in improving and perfecting the public health prevention and control system of Yantai and enhancing the ability to respond to sudden major public health events.

　　三是展現民生工程新成效。項目建成后可新增總病房數935間、床位數1600張，將有效解決每千人口床位數落后問題，與北部公共衛生綜合試驗基地、煙臺山醫院、濱州醫學院、萊山區健康驛站等共同打造煙臺最大的公共衛生醫療科教聚集區，有力提升全市衛生健康服務水平，兜住兜牢民生底線。

　　New achievements in terms of public welfare. Upon the completion of the project, 935 new ward rooms and 1,600 beds will be added, effectively solving the problem of a shortage of beds. Together with public health comprehensive experimental base in northern area, Yantai Mountain Hospital, Binzhou Medical University, Laishan Health Station, etc., the project will jointly create the largest public health medical science and education cluster in Yantai, effectively enhancing the level of health services in the city and solidifying the bottom line of public well-being.
